He set out to analyze the various manifestations of this liberal governmentality, aiming to describe a political rationality within which the specific questions of life and population were posed. In Foucault's words, "liberalism is studied as the general framework of biopolitics."
What are the specific characteristics of liberal governmentality? What governance crises does the world face today, leading to what kind of reforms of liberal governance? It was precisely to address this diagnostic task that Foucault examined two 20th-century liberal schools: German ordoliberalism and Chicago School neoliberalism. This was the only time Michel Foucault addressed this topic, either in his lectures at the Collège de France or in the field of contemporary history.
