The Mighty Dragon's Show of Power: China's Anti-Localism Movements Before Reform by Qin Hui

The interplay between localism and anti-localism actually reflects that under the Qin dynastic tradition, not only is the liberation of individuality and individual independence—strictly speaking, a value of freedom—one of the driving forces of reform and opening up, but also, in contrast to the unified centralization of the Qin system, the identification with small communities and local identity are also driving forces of reform and opening up. In the current political environment, the roles played by identification with small communities and local identity are still very significant. A one-step achievement of individual-centeredness is quite unlikely, not only in China but probably globally as well. The liberation of individuality or individual independence for every nation needs to address a path problem. Isolated individuals, like scattered sand, suddenly being able to break free from all shackles without any organizational resources, is impossible. No nation can achieve this overnight; it must inevitably leverage existing platforms and structures.
